S-M: 16 in - 20 in
M-L: 19 in and up.

Will this pack (osprey kestral 48) hold a 32oz nalgene bottle? I know it will not hold a hydration pack. Trying to find out how to carry water?

Well there is more to the story on whether the Iomega Kestral is hydration compatible. The hydration sleeve is not on the inside of the pack. The hydration sleeve is on the outside between the pack body and the shoulder harness. Additionally the packs side pockets would accommodate a 32oz nalgene.

Yes this pack is hydration compatible. Per the Osprey website:
External Hydration Compartment Located between the harness and main body on the backpanel is an exterior access hydration compartment.
A) Locate the H2O icon and loosen load lifter straps.
B) Place reservoir in the compartment prior to loading pack using the sewn-in hanger to hold upright.
C) Route the hose through the elastic routers on the left or right harness as preferred.
